Achievement Outcomes in Baltimore City Schools

Abstract:
This article examines changes in student achievement in the Baltimore City School System from 1993 to 2001, focusing on actual change over time and projected achievement based on current performance trends. Student achievement in Direct Instruction (DI) schools was compared to schools with similar achievement history, but implemented another instructional program. Elementary schools were matched on achievement and reading scores on the 1993 state assessment for fifth graders. Schools began implementation of the programs at different years and data for these cohorts are reported separately. Data were reported on the percentage of third grade students attaining satisfactory performance on the Maryland School Performance Assessment Program (MSPAP) and normal curve equivalent (NCE) scores on the reading portion of the Comprehensive Test of Basic Skills for second graders in the two groups of schools. Results indicated that changes in the learning rate from pre- to post-implementation years for DI schools did not differ significantly from changes recorded in the comparison schools over the same time period. Sign tests suggest that DI schools provided no advantage in test performance on the MSPAP or the CTBS/5. Results indicated the effects of Achievement First (AF) instruction were more consistent over time than the effects of DI.
